My first reaction was, "Meh" but after looking at the illustrations in Tommyboy's link,

I'm starting to really like it. As the weather in Miami gets nicer and nicer and the A/C goes off and the windows open, I'm starting to wish I were driving one of my verts when I'm driving my 911. I'm not in love with the looks of the 911 Cabriolet but maybe the Targa is right for me, after all. Gotta see one first, though.

Doubtful. Should be clip in/unclip and store. Would be nice if the rear glass is hinged and thus makes the car a hatchback so as to store and retrieve the top easily, clean the inside of the glass easily, and increase access to that storage area.

Sans I believe it will be automated...
Looks like you are active over at Rennlist as well. Here is the thread from 6 months ago showing how it may work.

The roof is fully automated.
From what I understand, there are swinging arms in the side pilars and flaps on top that open and allow the swinging arms to put the roof behind the back seats. The complete glass back-window lifts up, just like the deck on the Cabriolet.

Because of the Targa concept and the the AWD, it will surely be the most heavy 991 (except maybe the Turbo Cabriolet).
With that said... I don't think that many Targas are gonna be used on a track and for street use, the added weight isn't that big of a problem. (A glass sunroof is also weight in the wrong place)
