How to set pss9 permissible range?

How to set pss9 permissible range?
Hi everyone. I'm looking for help on setting my ride height within pss9 permissible range. I'm hitting my bump stops right now.
For the fronts
permissible adjustment range
maximum permissible axle load 760 kg ( 1672 lb) 120 – 140 mm* = 20 mm range
* measurement:
top edge of spring seat down to the center of top mounting screw of axle bracket
The rears
permissible adjustment range
maximum permissible axle load 1150 kg ( 2530 lb) 195 - 210 mm* = 15 mm range
* measurement:
top edge of spring seat down to the center of bottom mount
For the fronts when I measure from the top edge of spring seat down to the center of top mounting screw of axle bracket, am I looking for numbers between 120-140mm?
So do I adjust the collars on the front shocks to hopefully reach my target of 144mm for RoW sport (from chassis bolt to ground), but the shock must still measure in between 120-140mm range?
RoW Sport
Front: 144 +/- 10
Max left-to-right difference: 5
Rear: 127 +/- 10
Max left-to-right difference:
5Max front to rear difference: 10
I've used the search function and I have found topics about permissible range and handling, but nothing about how to set permissible range for a newbie.

Just set the height where you want it, you are fine.
You just measure the center of the fender for ride height. Try to get the control arms flat or pointing slightly down at the rim. This will give you the best suspension geometry & bump steer.
