Reducing boost spike

Anyone has any techniques that can reduce boost spike. My car has stage 4 with even a manual boost controller and wastegate springs et all and I get boost spike ON/OFF like. If I throttle conservative it will hold but anything else like a switch. Been thru every type of trouble shooting even try to slow the air going into the air filter. Any suggestions welcome, even reading tea leaves or bones...
