well, I just took off my muffler bypass and 100 cell german fabspeed cats and put in a custom exhaust with mufflers because I live in a quiet area and the noise is not appreciated. Anyway, I have felt a loss in top end power even with a free flowing exhaust. The pipes do make a difference in power, no doubt.
I am selling mine if you are interested. I don't think it is that loud and neither does my wife, but if you like quiet, it is not for you. Cold startup is VERY loud once the car warms up, the noise settles down and it isn't bad unless you are at high rpm WOT

No blow off valves, just stock diverter valves. You are probably hearing the turbos.

I have not heard of anyone doing this, but we had a guy running no cats and no mufflers through his 997tt and it was considerably louder than the cats and straight pipes. Sounded good, didn't seem overly loud to me.

As far as your second question, I have not dynoed the car but my P Box says I got ~ 12 AWHP from removing the exhaust. It also took 30lbs off the back of the car. My 60-130 time went from 7.83s to 7.68s without the exhaust.

I dont know if it will pass emissions testing but the muffler does nothing but quiet the sound down. So if it passes with 200 cell cats and an exhaust it will pass with straight pipes and cats.

if you gained 12 whp over the fabspeed gen3 exhaust that's pretty good as I hear that the gen3 is a good flowing exhaust.
Also I think that the more power you make the more gain you will have with straight pipes.

I had straight pipes on my 996n/a, it's was very loud and I loved it! I then had them on my 993turbo and loved those too, even though it was quiter and I could hear the turbos. I do not have them on my current car only due to the fact that I got married.

Our car at start-up is ridiculously loud, once it warms up to operating temperature it becomes manageable. I actually like the sound quite a bit, now if I could just remember the radio code it would be even better!!!

I ran a TTP reverse-flow exhaust system with no cats at the track earlier this year. It was pretty quiet inside with no drone whatsoever (determined all this on warm up and cool down laps, you know) but it was quite loud outside under full throttle.
