Offset has nothing to do with how these fit the rim. If the rim is a 12" rim, it should be 13" or a touch over in overall width. Is it? It looks like maybe a 12.5" wheel or more to me. The section width of a 315 PS2 is a touch under 13" so there won't be a lot of tire bulge on it, but the PS2 looks to be pulled on. I think it's a 12.5" wheel. This is a 315 PS2 on a 12" OZ for comparison:

European tuners run tires like this all day long. If you think about it, up to a point the contact patch is probably better and the sidewall is actually stiffer at that angle.
