It basically allows Todd to rip a hole in the space-time-continuum allowing him to travel back in time. All the little screen and buttons do is allow him to set exactly what time and date he wants to go back to. If you look closely at Da Vinci's "Last Supper" you will see Todd in the background doing a burnout in his Porsche while drinking a Budwieser (Yeah.. Not Bud Light.. He was all about the Wieser).

The real answer is, that it is a code reader/Wideband/etc. all in one. It can monitor up to 4 different variables (I think). It is a pretty neat unit and the only wire you need is to the OBD-2 Port, but I could be wrong.

The Brockway unit has some amazing powers that a normal human cannot posses. Time travel is just one of the many things it can do.
