Have you run race gas recently? Race gas does that for sure. I notice it inside my exhaust pipes when running hard even on 91 octane.
I would be concerned as to why only 1 side is like that though.

Hi, i dont use race gas but i do use 99 ron fuel always, nothing else, im not sure how that translates in us fuel rating but in uk we have 95 ron ( unleaded ) 97 ron ( super unleaded ) and at shell petrol stations 99 ron or v-power which is all i use. Both sides have evidence of this but much more on one

Basically the simple answer is when the black carbon soot burns completely it turns white just like ashes do in a wood burning stove. When they car gets too lean the white powder tends to coat the exhaust housing.
The obvious next step is to look at your plugs. If the plugs look normal your tune is perfect.
Edit:
Picture of one running a little lean

Is it possible that if actuaters arnt tight enough that would cause 0.9 bar instead of 1.1 and then to much fuel goes through, hits the hot turbo and causes this??? Is that a possibility? Does anyone know how to determine correct preload on actuaters??

I can't see how the actuators would cause the whitening
They 'may' be part of a boost problem if you do indeed have one, but won't effect the whitening of the turbine wheel
The turbine wheel is after the combustion chamber so the fuel mix is already burnt when it gets there - all the actuator will do is direct the path of flow

Likely your tune is perfect check your plugs if you are concerned. Since I don't have hands on experience with tuning porsche's I can only tell you if they are like any other car the lack of boost shouldn't be an issue. The maps are designed to handle any range of running conditions.

Does anyone know the common symptoms of coilpack breakdown, i think that could be a fault, would that stop the car making full boost if spark wasnt strong enough? Thanks for all your advice, very helpful

It's only $40 in ones.

yea musta been a bad strip club if he got outa there with ones in his pocket..
white is a sign of a A/F on the lean side, have you done any changes since your tune? or dataogged the wideband o2 sensors lately? call your tuner and ask them
