this is a great question. I thought about the z06 about a month ago and started a thread which was interesting. however, the thing i'd answer first is: how long will you keep it. if it is for a few months or a year, having had a turbo, i'd consider getting a vette. if i knew that my budget would not allow me to swap cars, i'd get the turbo.
engine mods are great and i qualify this statement with no experience, so take it for what its worth. i've heard from many people that the high hp cars can be a bit of a drag around town due to drivability issues. Even a stock f40 or down to earth a gt3 in some areas would be impractical (read: i would have serious concerns about driving a car like that in snow/ice). Yes, the TT makes you feel somewhat bulletproof, but nothing will save you if your stupid in any car.
the other point is the design. the pcar is just light years away from the vette. the c6 has improved but still sports too much plastic inside. the pcar is refined in and out.

Ask this same question on corvetteforum . Better yet , ask it on a Viper board , etc.,- heck ask it on a Miata board ... just be glad SOME people in the world still love sporty cars instead of trucks with 100 lb 27 inch wheel.

Why in the world would anyone throw out the RS4 in the same breath as a 996TT or Z06? Performance may be there but it's a freakin station wagon! Why not just get a WRX or EVO at that point?

I you just want to get in and drive with a warranty (and maybe some 1st year issues), the Z06 is sure to be a credible performer for the money. There's nothing like a modified Turbo, maybe sans modified GT-2 which you said is out of your price range. If you can find a well sorted and modified 996 Turbo this would be good buy, but if you are going to buy one and then start modifications be prepared to lose alot of $$ (if that bothers you at all). Personally, I'd rank: modified Turbo, new Z06, stock Turbo.

You wanna be badass, but you don't want to be in:
1)a less prestigous/shoddy quality SC/TT C5/6 or
2)a scary, pickup truck driving like, SC/TT Viper.
The C6 Z06 will have some prestige/preformance going for it at first but the ride will be equivocal and it'll soon be just another (albiet fairly badass) vette.
To really get the best of both worlds you'll need 2 cars.
A 9 second Camaro or SC/TT C5 ain't that expensive and you can show up with that to show em whose boss if you wanna.
The other car should be the one you wanna drive on a daily basis and feel good about.
If its the Z06 that's fine. If its a Evo'd 996TT or (if you can wait) 997TT thats ok too.
These are good problems to have my friend so enjoy the trip.

Reading your first post, it seems as though you're pretty much wanting a drag car to hang with the Supra/Viper crowd. A 996TT is not designed for that. Even Chad has lost to some Vipers.
I would think your best bet is a Viper. It's a hell of a sports car, and has the displacement to be seriously powerful, without being undriveable.
Class-wise, it's probably more exotic than the 996, but there's that magic something with a Porsche. If you don't feel it, you'll never be able to justify spending the money on it. For me, I've yet to drive a car that makes me feel the way a P-car does. If I only cared about performance numbers, I'd get a WRX STi/EVO/Vette etc. and pocket $50k.

I love the Porsche Turbo, but the Z06 offers superior performance for half the price. Nearly 500 horse power in a 2900 lb body is amazing no matter how you look at it. It also handles like a total dream if its anything like the C5 Z06. Plus if you have plans for twin turbo you have 7.0 liters to sap forced induction power out of.

New Z06 that will beat a GT2(stock) and full warranty that is NOT voided by track use per GM?
For street and track use the Z06 is better.
For pure street car get the TT of course
Much better to beat up on the Z06 and not worry about the warranty.
