The following is an excerpt from page 7 of the PSS10 mounting instructions published by Bilstein and available on their US website. PSS9 instructions are identical except for the part numbers and the fact that the front setting range is 20mm (75mm-95mm). The same information is also contained in the PSS10 TUV certificate:
FRONT according to permissible axle load and adjusting dimensions
80 – 90 mm* = 10 mm range
REAR according to permissible axle load and adjusting dimensions
205 - 210 mm* = 5 mm range
FRONT according to permissible axle load and adjusting dimensions
80 – 90 mm* = 10 mm range
REAR according to permissible axle load and adjusting dimensions
205 - 210 mm* = 5 mm range

I found this other thread which has the PSS9 Instructions attached and reading those instructions I note the PSS9 rears are also different than the PSS10 specs. Furthermore the Fronts are also different than you list. I wonder if they ever changed their specs/etc. Regardless, here's what it says:
996 Turbo PSS9's:
FRONT according to permissible axle load and adjusting dimensions
85 – 100 mm* = 15 mm range
REAR according to permissible axle load and adjusting dimensions
200 - 210 mm* = 10 mm range

I happened to have my PSS9 off because I had to drill out a broken droplink stud, so I figured it was a good time to measure my PSS9s. I want to ensure I am measuring correctly...
In the 996 Turbo PSS9 instructions (I just linked above) it states:
REAR
200 - 210 mm* = 10 mm range
measurement:
top edge of spring seat down to the center of mounting screw
I have scribed the "center of mounting screw" below to measure from. I ensured it had only minimal play (less than 1 mm) so let's assume it is started exactly at center of mounting screw. As I understand it, the "top edge of spring seat" in my photo is at 221mm. Is that indeed the right spot I should be measuring to? If so, it seems I should lower the car somewhere between 11-21mm, right?

I think the instructions for the min and max lowering ranges are to retain TUV approval. It doesn't mean you can't adjust outside these ranges. I used the springs that come with the PPS10 adjusted outside the range with no issues and have used different helper and main springs outside the range without issues. Of course you run into all sorts of other unintended consequences, such as exceeding the camber and toe adjustment for the stock eccentrics or the length of the sway bar drop links (ie more suspension mod parts).
