I don't think that the repaint of the bumper cover will do much leverage, at least in my opinion. I've repainted the bumper covers on both of my cars because of the damage to the finish produced by rocks, etc. It was inexpensive (~$350/cover) and I put clear mask afterward to protect the paint.
