The best thing to do is to make a couple 1/4 mile passes and look at the numbers (ET/Trap speed). Then you will know.

Without a baseline figure to compare to, I'm not sure how one could reach that conclusion.
Also, I'd think it'd be worth knowing whatever the actual wheel horsepower measurement was, since I don't see what the Dyno Dynamics is using to convert back to a flywheel estimate.
Just my $0.02.

Even with a soft launch, these numbers seem very low, but it would be better to test with a healthy car...IMO, he should fix the motor mount and go back, then the car should trap near 130 or better. If it does, it's making what it should, if it still only traps 123, then something is wrong.

As a comparision, mine dynos 328 kw (439hp) at all 4 wheels on a Dyno Dynamics in shootout mode.
It runs GT2 RS coolers, modified K16s with stock fuel system (it has a 5 bar) and traps 127 mph on pump fuel (98 RON- 93 US).
Have you data logged the passes?

I think the answer will lie in the timing logs/knock sensor activity. 1.5 bar with that setup is pushing it (and then some) on 99 RON.

you need to log the car and see what's going on...
now you know why sometimes it pays off to use the right shop to install and tune and give a car that's working.....
