I called back the next day to find out about claim and was told that it would take the state 6-8 weeks to pay off on claim. Now I'm not happy... Don't want to wait that long.. Now I have to turn it in to my insurance company instead and let them deal with it. Just shows you how lousy the democratic republic state of California operates.
.....Just my venting, thanks for all who read this.

If its under $4000, I'm surprised you couldn't just float it by fixing it sooner and then waiting for the reimbursement. Owning a P-Car, I would believe that most of us have a slush fund of sorts for these kinds of things. It's not like you're going to lose the money, and in less than 2 months, it'll be topped off again.
I'd much rather do that than hit my insurance and pay my non-recoverable deductible. But that's just me.

As many people who pointed it out, you're darn lucky to get the claim agreed to. 6-8 weeks isn't long. I'm surprised that you think so for getting anything back from the government, any government (any state, or fed, etc).

File the claim with the insurance company and the deductible should be reimbursed when the state pays. In fact, I believe some insurance companies will waive the deductible if they're certain that a claim has been filed and will be paid by the other party.
4-6 weeks doesn't sound too long for any government entity to respond. And yeah, I'm sure a republican state would be faster in giving out the money .

A rock big enough to do that kind of damage did not get thrown from a lawnmower over the F-150 and onto your hood. Did it come off the truck? If I were the adjuster, I would highly doubt your story and deny the claim. But I'm from New York.

In CA generally the road shoulders and other areas along the freeways get mowed maybe once per year. In the meantime these areas collect a lot of trash.
Outside of CA I always when I spot mowing going on try to slow down and give the mowers a wide berth. I also watch for debris on the road. In CA I'm tempted to turn around and go another way.

She's fixed and back on the road

Nice. Congrats.
But the story isn't complete until you're made financially whole. Did that happen? Did you take the Insurance route and then the state pays the insurance company back?

Nice. No ding on your driving/insurance record, right? Because someone else has admitted liability, it should affect your rates, right?
