How do I extend rear seat belt?

Bought a set of used rear seat belts on the internet. Everything looks good but it won't extend. Seems like it's stuck. When I tried to pull on the belt, it extends for 1 inch then stopped. Tried playing with both belts for about half an hour but nothing worked.

Any help will be appreciated. I was so looking forward to taking my son out on the back seat today.

To get the seat belts to actuate they need to be plugged in.

There is no plug on the rear belts as mentioned in a post above. In order for the belts to extend, the mounting surface has to be in a vertical orientation with the seat belt mechanism angled forward about 20 degrees. They will then extend. There is some mechanism in the belt reel that locks it when it senses that the car is under some Gs or not level, as when the car rolling over for example. I just pulled the rear seat belts out of a box in the basement and verified the info above. You have to play with it a little bit but once you get the belts in the proper orientation they will extend. The front belts I believe have an electrical connection to actuate the belt pre-tensioners.
