I'll ask again ... does removing the cats on a 996 TT increase the smell of gas by any large amount??

On my 993 it is not really a problem since the engine is behind me.
On my S2 race car, it was a problem because the cats (and cat pipe) sat right underneath me. There may have been a few leaks in there which might explain a few things about me.

i wouldn't bother doing it on my NA car, but aren't there some sort of penalties for getting caught without them, especially in CA?
