Do these two kits use the same turbo's?

No, GT640 & GT700 share same Turbos, GT750 & GT800 share the same.

What kind of a difference would that upgrade make on buddy's car? He is running dual to4b's I believe, correct?

They are saying this easy mod would "reduced turbo spool up time and greater pressure handling while using less oil."

This means to me the car would become more driveable due to quicker spool time. It would also gain power due to the ability o increase the boost.
