Figured it out. Took some advice from Sambo and took off the turbo intake pipes and put a metal screen in front of each turbo. Unplugged the MAF and I have full boost again.
Thanks all for the help. Going to troubleshoot the intake. Prob snake it like a plumber. BTW mafless feels good.

Doesn't make sense yet. This issue is very rare where you will see .2 bar and have perfect drivability and all tests are good. The intake is simple but I wanted to help the OP not have to remove the turbo's just yet. Now we can look at the intake system and recirc/vent system.

My guess is that one of the hoses collapse. Air filter and box is clear and have driven it without the airbox to make sure. Pretty sure it isnt the MAF too since we tried to drive it with MAF unplugged but with the intake still connected (basically mafless but going through the intake).
Anyway wont beable to troubleshoot for a few weeks. Will update when I know exactly what is wrong.

o/p whenyou remove the intake piping be aware theres a bolt on the pass side intake manifold. the tubing has a slotted piece the sits under the bolt and if you try to pry that aluminum casting it will break the manifold. the aluminum casting is 2 piece. 1 bolt on the mani and 3 bolts at the back of the motor before it drops over the back and down. 10mm heads. and a major pia to get to. drop the motor as far as possible to reach them. theres a metal gasket between the 2 metal housings and the backside tubes are plastic. the metal drops over the back of the motor and cant be removed with the motor in the car. it hits the back body.

Ha! I wondered about an intake restriction but had never heard of a pipe collapsing like that! Go MAFless and run filters on the turbo, free power

i have had a hose collapse which resulted in exactly the same symptom(s). namely, no boost beyond limp mode. was impossible to "see" that the intake hose ( was near the plenum/tb cant recall which one exactly ) but replacing it with one we made on the spot and r&r'ing it fully cured the issue.
the key was our inability to to visually confirm the hose had "collapsed" in the middle of it ( it was more "pinched" than "collapsed" but the effect on "it" is the same.. e.g., restricted intake )
... so it was fully impeding air flow. hope that helps as a collapsed hose is a very real possibility. GL. if sam is helping you, you'll get it sorted for sure.
