Is Geico your carrier or the 3rd party? Has the 3rd pary accepted liab?

If so, it doesn't matter one bit that those chips are there and not part of the loss. Think of it this way, if you were never hit you wouldn't have to paint anything. Now you have to paint the car from someone else's wrong doing, so all proper steps need to be taken. It wasn't your fault correct? So why get dictated on what to do?

I just re-read the original post. The have to pay for EVERYTHING required to put the car back to pre-loss. If that means fixing chips (which is cheap and not worth arguing for them) then so be it. You weren't planning on doing anything and they (their insured) hit you and now has to make it right.

I would keep your hood and bumper cover if possible. I also also not paint the color coat if possible as well. The reason for this, is no body shop is able to do the many stage metal etch, galvanize, rust and corrosion treatment, primer and final paint like the Porsche factory. If painting the color, sanding will be required and the original protective finishes will be removed and not replaced. The repaint even if looking great originally, with the same stippled (textured as OE) finish, it won't be as durable. I think the hood, front fender, and bumper OE finish has a flex agent added to help ward off and prevent chips. I noticed when I had my last Porsche retouched on the left front fender, front lower hood and front bumper cover it looked near perfect. Then a few months later, in the right light I could see DA sanding marks, after about 18 months I noticed many more chips from small stones in the repainted area than in the previous 9 years on the other fender. It was a shop that specialized in exotics, highly recommended by Porsche and Mercedes dealers. The worst thing is that I knew the owner and listened to his BS on a shop tour before he took my car in.

So, if quality is important and thy can get away from repainting the color, have them rework the clear. If rock chips are an issue, sometimes they can be touched up along with a scratch in the color coat by spotting or fine airbrush work on top of the color coat after the clear has been sanded. Then color sand lightly to blend and final clear coat applied. If the painter is good he should be able to duplicate the factory stipple on the hood and bumper cover with the clear as sprayed. That stipple should be left and not sanded mirror smooth or polished. That is done to hot rods and is used to remover imperfections, dust and dirt and irregular drying patterns. This method retains all the original paint and what's under it.

Sorry the hear about all this. I agree with the others, the insurance has to pay for the repair to be done properly and there is no way to properly repair just the damage caused by the other driver (the entire panel(s)) have to be repaired.
