On my 2002 the filter is located under the bonnet.
Pop the hood, remove the plastic cover over the battery (center, back).
Remove the plastic cover right next to that on the passenger side.
You should see the filter there.
It is really easy to remove - just lift up and pull toward you. Shouldn't take > 3 minutes for everything.

Sorry to threadjack, but is there supposed to be a third cover over the filter itself, once the passenger side perforated plastic panel is removed?
I ask because for some reason, the previous owner has put a piece of clear plastic sheet and painters tape draped over the cabin filter ... I'd assumed because a cover was missing, but your description sounds like the fiter element should be open to the air once the panel to the left of the battery cover is removed.
