I love the Z06, but on a sunny day I'm not kidding when I say you'll see 4 or 5 just around the house, but there is only 1 Turbo running around (so I gotta do some mods quickly so they will stop picking on me).

You are definately accurate with your statement about how fast stock or even slightly modified Z06 are off the show room floor. I have raced several, including Josh, and I am very impressed by the way the eat up asphalt! I would never underestamate this car.

I have personally watched a full tank 996 TT weigh 3480 on a corner weight scale, stock weight, unless ECU's add weight. This is with spare and all in the car.
My dyno on a dyno dynamis dyno was 439.6 which is 12-15% less than a dynomometer. So about 500 at the wheels (in RWD but as I have posted before my car is faster with the driveshaft in). Toe to toe with a 500 rwhp Z.

I agree with you completely!

Looks like you'll need k24s or 24/18s or 16/24s or any combination to make 600 crank hp. However, someone said K16s with a ECU and a pipe will make it happen. I'm just repeating the posts I've read. I'm stock so I'm in the same boat with you.

If you want a sure fire way to beat the stock Z06 then you'll have to go with a 600 package. Anything else is hit or miss, depending on the strength of your motor and tuning package. K24's will certainly get you there if you go with headers, Exhaust, Turbos, ECU, then just lose a little weight with GT3 seats and remove the spare and you're good to go for sure.
Problem is that for every 5 Z's see (that will race) 4 of them will have some form of mod. I have yet to get pulled by a Z and this includes one that weighed 3200 lbs w/driver and was decently modded though I dont know the output, but most of my results are from on track and not roll on races so who knows.

And what does this cost? I'm sure it's not best bang for buck, evoms is in the 30k range. Best bang for buck is 600 package and less weight.
Like mentioned before by Markski, piece yourself together a kit from the slightly used or unused parts that are always flaoting around here. Get you some hybrids or K24's, a used exhaust, some used headers and a few other small things and you can keep yourself in the 10-15k range at most (out the door) and have what you want. If you go and buy a 700 kit you are going to be out of big bucks.

1.3 bars without TB shutdown with a minimum of K24s with WG springs and good gas should do OK on the highway vs the vette. I had k24s, K16s, and UMW stage 5 turbos.... played with a handful of cars as well. this will not set u back $30K and still run very well.
Used exhaust $1200 to $1500
headers- stock( port ur own).
DVs( $ 200 new)
V flow( used- $450 to $500)
