It's a flood vehicle and sold for $4?K on eBay but the the reserve wasn't met. I don't think FLOOD vehicles are too easy too fix though, so that's a bit high.

I think all you are bidding on is the name of the insurance broker that has the car for sale. You then try to make a deal with them, a totally separate transaction.
