Zavage is infamous around these parts
I've got the same on mine... Had it checked by the local garage, they told me the heat element in the seat-back was broken... Here in Norway it would cost somewhere around $1000 to fix, including the work.

There are two heated cushion in each seat, one for the base and one for the back. The connectors for each are located under the seat. It is easy to test them with a voltage meter to see if the wires are broken. If they are the cushions are only a few hundred dollars at most.

Take a look at this site:

http://www.dennisvogel.com/heatedseats/index.html

I sued the instructions to install heated seats in my 996 Cab. It will show you the locations of the connections, how to remove the seats, etc. If you are a little handy you can fix the problem for a couple of hundred dollars.
