Removing centers of rims?

Is there anything special that has to be done to remove the centers of my Sport Designs?

Do the rivits just come out of is the outter hoop also sealed?

I am thinking about having them powdercoated.

I want to do the same with mine as well, though Im just gonna paint them. The toughest part is finding the star pattern tool to untorque them and retorque them back...
