As others have stated, those are OEM Turbo wheels apparently powder-coated black. The factory painted wheels are not all black. You can get a very nice set of barely used OEM wheels for $1500-1800.

Yes, it is an ~$1800 option to have the wheels painted by the factory. I had mine done by a body shop for about $500.

Some of you guys are blowing this out of proportion. If it was a purely cosmetic injury to the bumper, then it is not a big deal at all. I recall when a good friend took delivery of his new 996TT in 2001. his wife opened the electric gate into the bumper on the third day! It was purely cosmetic and surely was not cheap to repair, the car was fine for many years thereafter. But I would still use it as a bargaining tool with the selling dealer.
Nothing beats a thorough inspection by a respected shop. The Carfax is kind of a joke, its only as good as the information ( or lack ) put into it. I would never depend on it alone.
