996, 997 $20000 in mods gets u to wat level?

Here is the dyno sheet racegas vs pumpgas...It is 997 GT2 w/Alpha 3076 turbos, stock intake style, stock/gutted exhaust, stock headers, Proto 5" coolers, bigger injectors....Dyno room temp around 90 degree.
Keep in mind the $20,500 Proto alpha kit will include the exhaust and intake system...I mean everything u need

Shotcaller, GT2 is different than 997tt internally. Doesn't GT2 use titanium rods and a couple of other strengthened parts that 997tt doesn't.
Also some of these numbers you're throwing around don't sound like whp but more like chp.
For example, the SPI 800 package is $27k and delivers 700whp. If you want to go beyond that I believe Neil would tell you that you'll have to strengthen the internals for longevity.
Proto's 871whp dyno chart was on Markski's car with GT35's and Markski has done A LOT to his car. Plus running GT35's are great for the strip but laggy for the street.

FWIW..
There are many good tuners for the 997 Turbo. I would look for the one that was closest to where you live and then check here to see if they are reputable. Most of them will have a good bolt on package that's reliable. If you want to tear the motor down and go nuts then the list of tuners gets short real fast. You will also want to think about upgradability. So for example if you want to get modified VGT they will be expensive and the next upgrade may require totally different turbos, exhaust size, headers exct.. Many things may need to change. Some tuners have packages that allow you to upgrade by utilizing as much of your existing set up. They may also offer you a trade in for some of the parts. As with all of us modaholics.. Fast is never fast enough.
20K? I think you can do quite a bit for that scratch! Full exhaust, upgraded VGT's, IC's and a tune. Should be a nice 10 sec car

Just find a used 997.2 TT with PDK. It will cost you more than a 997.1 + 20 k in mods but 100% stock it's going to be very fast. Under 3 seconds to 60 and the 1/4 in 11 flat. Full warranty to boot.
If you look at tuner packages for the 997.1 you need to be in the 650 HP range to get the numbers that the stock 997.2 PDK can produce.

Making the HP and making it last on the track are two separate things..Anybody can do a dyno pull, everybody knows the stock rods are weak past 700hp....You do a search...
