It doesn't mater if you have a 2Ghz old Pentium CPU or a Ten Core CPU. Normal web pages load the same (I'd bet 99% of them don't require much, besides games and other web apps). Loading speed is determined by the Internet connection speed. That's it. Don't worry about the system you have if it's decent (at least 2GB of RAM, fast single core or decent dual core CPU, post 2008 is OK).
Loading speed aside, if it takes too much RAM to load a specific page there might be a problem with that page (cookies have nothing to do with it, neither does cache, as modern browsers just work without clearing anything) or with a browser add-on (some web sites are just poorly designed and work bad with AdBlock Plus for instance, generally when blocking ads).
Bottom line: if it works slowly: get a better ISP or ISP option (more speed).
If it hogs down the PC, check your browser add-ons first, then check with a website administrator.
Despite what people on the Internet say most post 2008 or maybe earlier PC is good enough for browsing. I say this because browsing doesn't require much of your CPU. Browsers like Firefox, Chrome, Opera are optimized to utilize as less as possible resources.
Chrome hogs more memory than Firefox and Opera per my testing, so if you want to get a smooth browsing experience you might want to cut down on open tabs (especially ones with Flash). 11 tabs opened (6Speed only) take up 800 MB out of 4 GB of RAM (besides page file and whatever resources it uses). Some people just open too many tabs and expect the RAM to take it. Not always.
PS: 20 Mbps? Wow, that's slow . I'm on 100 Mbps or 50 Mbps at least and sometimes I feel it takes too much to load more than 5 tabs at the same time.

Yup, very little to do with your platform and mostly to do with your ISP.
Only thing I'd suggest is that it could be a problem with one of the adverts that's been fed out (perhaps that's geo targeted), for those that aren't signed in. We've had a client with a similar problem - finally turned out that the adverts were pulling the site speed down in certain locations.
That said - they are loaded asynchronously, so even though the content of the page loads at the same time, and is presented first, all elements in the page took some time.
All that aside - the iPhone version/theme of this site, is aweful to use and slow and full of ads! I always default to viewing the full site.

+1 on that. My idea was a little crude, but that was one of the directions I was going to. Ads can make a cumbersome browsing experience. Also, another problem is AdBlock Plus for me on another board. With it on the browsing is very sluggish, but with it off it's super snappy (I also use HostsMan to block malicious domains throughout the system). Also, plugins for forums, such as Google+ or Facebook can also cause problems.

Funny, have no issues with other websites and forums. Also, the little icon that comes up with the 6speed symbol no longer appears. Also had periodic errors loading pages. Seems like something with the provider.
