"This may be a stupid response, but don't the usual clear bra kits cover the headlights? About one square foot of plastic film and replace it every now and then?"

It's not included in the bumper price to cover with clear bra, but I know Premier in Fremont will do it on the lights for $150 and it seems like a good idea after reading this post.

Mother is infamous around these parts
Did brothers Z and my truck yesterday using system one and harbor freight circular buffer at about 500 to 1000 RPM depending and they came out great and the truck had superglue dripped on them that burned the plastic lens.

1. 1500 then 2500 wet dry sand paper.
2. Used system one polish that came in kit and also use to buff the car.
3. Used the 4" buffing pad wool first then flipped over to the polishing pad to complete the polish.

It did take some elbow grease with the 1500 sand paper because we had to take down allot of plastic to get rid of defects.

You can cover as much as you are willing to pay for. I'm sure the headlight bras are a very good investment. Besides the basic recommended dealer clear bra, I had them install the autoxing kit.
