Battery charger

Battery charger
I have a CTEK model US 800 battery charger which I would like to
convert so that I can plug it into the cigarette lighter outlet rather
than directly to the battery terminals. CTEK offers such a plug
but says that it must be plugged into an outlet that is directly wired to
the battery and not through the fuse box. Is it logical to assume that if
the cigarette lighter (or other outlet) is hot even when the car is off, then
it is wired directly to the battery? Thanks. (2005 Carerra 2 S)
