Why do the tops of my headlights look like this?

I am also interested in restoring the brand new look on my headlights and fog lights. Especially fog lights, I cant stand the little rock chip specs that remain after a wash.

Goto Mother's Car Care website. I remember seeing a video on polishing your headlights to look new again. I think you can buy a polishing ball that goes on a cordless drill and the polishing compound to work with it.

On some cars, you'll notice the plastic headlights housing starting to yellow. What I use on my wife's Camry is Maguiers Plast-X. It really restores our headlights however, I dont know if your issue is on the exterior or interior of the headlamps housing.

Looks like the beginning of the typical headlight corrosion and "yellowing" that we see very often down here in Florida. A good headlight polish should take care of it. Give a shout to Phil at DetailersDomain. He set me up with a product a while back, I just can't remember what it was.
Usually this happens because most people wash and wax their cars, but very few people ever put any kind of wax or protectant on their headlights. The plastic eventually discolors after time.

Apparently the control module is not properly grounded to prevent static electricity from getting to its internals. I think I also read somewhere that this is only a problem with 2007 and earlier 997 models.
Due to this flaw by the Porsche engineering team you get to pay for the damage if the car is out of warranty.
