Definitely not HRE. They could be RG5s as bonehead said

RUGER R-10 ? No, the external width of the lip seems not de same.

Well by looking at the unique style of the lips I would say they are champions. They are very similar but they are also forged. So if 4-5k is with in your budget I can get you some that look pretty darn close to those if they are not exactly the same.
