I have CSII black factory painted wheels and have few minor chips and scratches. What is the best way to take care of these wheels, washing, waxing, touch up?

you can do all of that. the best way to maintain any wheel is to wash it regularily. If you have started with dirty wheels, clean them with any sort of mag wheel cleaner Meguires, eagle 1 , anything on the shelf. they are fairly strong acid cleaners to break the brake dust. then just wash with fantastic or simple green every week or so. If you have to touch them up, then do it.
