I would say very light or moderate use as those canisters are not completely discolored. Is the seller including the stock mounting brackets with the sale? They will need to keep them or else not be able to install any other set.

you can polish everything back to glossy chrome if you use a buffer and compound. it is hard to get everywhere, but it can be done 90%

People need to consider that stainless steel is not stain free. Once you hit about 600F the surface of 304 will begin to heat tint. Continued exposure will increase the amount of heat tint. Higher temperatures will cause darker suface oxides to form. Chrome oxide is very stable and should be left on the system. I've never understood why anyone would polish an exhaust system.

If you polish the surface after it has oxidized you will be depleting the surface of chrome. Not a lot but it will be depleted.

If you are purchasing a set of mufflers that have been used you might to want to look at the perimiter on the outside of the welds. If the manufaturer didn't use a 304L you might have an issue with cracking. It would depend on how the car was driven.

My exhaust tips are so tinted from tracking, they look awful. Black tips make a lot of sense. What's a good idea to take my tips black and durable?

Find a good shop that can ceramic coat the tips. A few people have had good luck with powder coating or high temp paint. If I were doing it I'd go the ceramic route.
