It's not a big deal, just go down to the DMV office after New Years and get a number.
How would you if you're not in CA? I heard the process however simple it may sound, still is a hassle. You have to wake up at the crack of dawn and stand in line and HOPE that the number of SB100's (IIRC that's what they're called) isn't already issued. And there's only about 100-150 of those for the entire state of CA. There's 2 things I hate most about this process. 1st is actually going to the DMV. Next to the post office, the DMV is the worst government agency to deal with. 2nd is having to wake up before 9am. Ugh.
