Yes it folds under the front bumper.

Spring activated where the top of the plate holder will fold out straight and then slide back under bumper. Slide from under the bumper and it spring fed to stand back up. Make sense?

without motor...what's the point? Is it for states that require front license plate, and prevents you from having to put holes in the front bumper?
