2006 Bentley Flying Spur Rear Headrests Don't Retract

I have a 2006 Bentley Flying Spur and the rear headrests don't retract when the seats are unoccupied. Any ideas on where to start troubleshooting. Did not see any fuse assignments in the owner's manual.
