Road Force (torque at the wheel) = (engine torque x transmission ratio x axle ratio) / tire radius
Sure you can add larger diameter tires (as you state Porsche has, but you can be sure other changes are being made as well: engine tuning, gearing, etc. Keep these things constant, as I've explained several times, and the net result is the larger diameter tire reduces the torque available at the wheel to accelerate the vehicle (regardless of wheel size). Don't confuse wheel size diameter with tire diameter size.

Torque produced from X Rpm to Y rpm is may be greater than torque produced from X rpm to B rpm. If a taller gear ratio keeps your engine between X-Y longer then you put down more torque over a longer distance. If you zip right through the rpm by jumping from A-B you don't stay in the power long enough. Or, may be wasting the pore available because it can't be used effectively and is wasted in wheel spin, etc.
