Quick question to clarify though, if we're talking about best performance and bang for buck value, and if I were to pick one pipe instead of risking not passing SMOG by buying both the high flow cats and bypass pipes, would I be better off with:
1. Keeping stock primary cats + cat bypass pipes
or
2. High flow primary cats + stock secondary cat pipes
I would be pairing the exhaust mod with a chip, so I'd like to see what my best option is.

Then down the road you can add the secondary catbypass pipes, perfect!

Even your cats won't pass the visual? That seems pretty absurd. Still doing pretty much just as an efficient job right? Sorry but CA is screwed up.
As for bypass pipes, replacing the secondary set of cats will not throw any codes but obviously still wouldn't pass the CA visual inspection.
Sorry but you are kinda screwed in CA. Where I live in WA I don't have any tests or inspections so "technically" can do pretty much what I want. Like I mentioned though not sure I want the Cayenne to be that stinky if I replace the primary cats.
But...more power is always fun!!

I haven't even registered my cars for the past 5 years for State or Emissions inspections. In PA, my particular area, requires both yearly. haha
Not to mention, my entire windshield is tinted so no room to put the two passing stickers on, won't look right. haha.

If we're dropping down all the way to 200 cells for the high flow at, will that introduce an exhaust smell into the cabin like a catless pipe would?

Yes, the factory cats are VERY restrictive plus their the back up secondary cats. Because of the cat still in there burning up the gasses you will not have that smell, maybe for the first 50 miles at the cat adjusts.

Have you noticed any difference between the catless downpipes and the 200-cell downpipes other than smell? Is there a different sound, spool, power, etc? I'd like to not have the smell and be slightly environmentally conscious, but my Jeremy Clarkson side kicks in and I can deal with the smell if there is more POWWAAAAAH!!!

Very true. I haven't had mine emissions checked in the last 2 years even though it was due last year, they just let me renew the tags, as well as when it came up this year.. I thought it was odd, but Im not going to question them on that! I am a bit worried now that Ive gotten into the mods if its going to pass or not when the time comes
