I believe that the one is $39 because it's being discontinued. It would certainly work, but realize that it is cigarette lighter outlet powered only. And I am not sure of the tank capacity either. I have one personally (I don't stock them in my shop however), and haven't even used it yet, but I know it is smaller than the 18V one.

You need to get Optimum No Rinse rinseless car wash. Takes 2-3 gallons of water in a bucket to wash your car. I've been using it for about a year now and I love it! I wash my cars in my condo garage.

You can get ti from Phil @ Detailers Domain. Tons of info and youtube videos on how to use ONR.

I used to wash my car in a parking garage like yours. I got two 5 gallon buckets, filled them up, and washed my car that way.

I used the same method for the rims on the second trip to my apartment to refill the buckets.

I also agree on the ONR (Optimum No Rinse) I was skeptical at first, but it really does work. I wash my car with 4 gallons of water, it can be done w/less but I like to use tons of solution when cleaning the really dirty parts. Absolutely no scratches, combined w/something like the Uber Towels from Detailer's Domain, it gives perfect results.
