Hi Mike, thats great that you also working on a new place! From the guys I have talked to you need a min of 5" and 5000psi concrete, so bolts going down any lower then 5 inches won't provide any further benefit....(if your pad is 5" thick) so you'll be ok going down 5" to ensure you don't hit the hoses....

It really depends on the bolts provided as well as the anchors they use. It's likely the bolts are longer than 7 inches as the anchors are inserted into the pre drilled holes and the bolts will pass through them completely. If they haven't poured the concrete move the tubes to ensure proper clearance. Better safe than sorry. It would be awful to nick a hose.
