Check in with a good paint store for paint suitable for your application. Sherwin Williams, PPG, Benjamin Moore, etc. One of the primer coats will need to be something called "block filler". This is thick stuff that will fill the large pores in the cinder block so that the finish coats do not end up full of pin holes.

You could also use plastic wall panels designed for bathrooms. They arent something you'd want in your house, but would be fine for a garage. The seams are waterproof and you can even hose them down in the spring if they get dirty during the winter. It would take you an afternoon tops from start to finish. Ask at Home Depot, I think they come in 4x8 sheets.

I think the sheets of plastic that J Clark mentioned are commonly referred to as "FRP Sheeting" (i.e. fiberglass reinforced plastic) - and would work great if you ever plan to wash a car in the garage. Also, easy to clean. What about FRP sheeting across the bottom, and then pegboard across the top? This way you can hang all sorts of art, license plates, misc. car crap.
As far as how to "brighten up" - hang stuff on the wall. I frame the window stickers from cars I buy new, and them frame them in the color of the car ~ weird I know, but it helps cover up wall space.

You could use a nice light colored stucco and even engrave a different pattern into it. Or vapor barrier and a thin 2 X 4 laying flat wall. It you a need a place to keep your cars during the reno's you can keep them at my place free of charge.
