In California, you get a temporary registration (just a piece of paper stick to your windshield) for a month or so when you buy a new car (or sometimes used too - let's say the previous owner had a personalized plate and was removed) until you receive the actual metal plates in the mail. However, many people take advantage of this gap period and drive around for many months even after they have received their plates already. Whether it's to make themselves feel good so others will think they are driving a new car or trying to get away from picture taken by speeding or those traffic lights camera, who knows....
