Stay anywhere in Adenau. It is a nice area and is very inexpensive (<$100). I stayed at the Hotel Zum Wilden Schwein (the wild boar). The owner was very nice, and there are a couple great restaurants on that street.

http://www.hotel-an-der-nordschleife.de/hotel/ is good, over by the Adenau entrance. Of course you will have to eat at the PK in Nurburg though
