The incident is suspicious (whether or not the owner is responsible) and the police are conducting an investigation, unfortunately this is sometimes hard for the victim, not so much for the suspect.

This makes me think of the days when kids would fake the theft of their own cars and then burn them to get the insurance payoff which is usually more than the car is worth. Its a pretty good way to make sure the car is totaled.
I am not saying that this is a case of that but it reminds of insurance fraud.
