Prev Generation GT3 vs. New GT3
Why was the older generation GT3 not brought to the US, where as the current GT3 is in the US? What were the changes that Porsche made to bring this champion across the Atlantic?

I think it was more to do with PAG not wanting to spend the money to crash test and certify what was supposed to be a very low volume car. I think the initial build plan was under 2000 WW. PAG has a long history of not bringing their homologation specials to the US. It's partly money and partly because they view the American market as not accepting such a raw car. Afterall, America is the market that drove them to put in cupholders!
There are no significant changes to the GT3 to comply with any US safety or emissions regs. However, we can't get the Club Sport option or the good seats due to DOT regs.

nor this great new RS version. if you listen to the complaints of gt3 owners on rennlist that they cant hear their cell phones and the car scarpes the ground... you understand why porsche doesnt bother to bring in the RS.

I think it has more to do with PAG not wanting to spend the money to recrash test the car for a small volume of buyers and that by the time they swapped out the parts needed to get DOT approval (seats, cage, plexiglass rear window) the car would be almost the same as a GT3. Also, if you look at what the RS availability has done to sales of the regular GT3 in Europe, PCNA probably didn't want to get stuck with a bunch of GT3 order cancelations.
